1. You can use it to apply 7000+ DPS with it to a given target when in siege mode. The issue being that siege mode includes tracking penalties making it useless against anything other than static targets (POS towers, stations), other capitals, or in rare cases the odd battleship.
2. Anywhere in lowsec or nullsec.
3. A dread is like any other ship. If you don't have a combat timer you disappear when you log out. You also can (and should) store them in stations, as they're a 3 or 4 billion ISK investment you want to keep safe.
4. You often need a small support fleet go to with them, they only have war immunity while in siege mode, thus can be quite easily tackled and up close your guns will not be able to do any damage to orbiting targets.
Also, at 10m SP it's unlikely you'll have the support skills to properly operate one in the near future. You'll want elite capacitor skills, almost elite defensive skills, you'll need advanced weapon upgrades V to get the siege module, and then you'll need to invest a few million SP in jump skills alone.
My suggestion would be you look at something more fitting for your pilot's skill level. Dreads are expensive and not all often used unless you've got a POS or IHUB you need to blap with 10+ of them. In the mean time you'd probably be much better enjoying yourself with the ISK you'd save by not buying one, from learning to properly fly battleships. |

A bog standard Revelation will do about 9,000 dps before heat with top notch skills, a Phoenix will do about 8,000. |
